Joomla 1.5.12 released

This release sees a number of bug fixes and three moderate level security fixes. The release comes less than a month after the release of Joomla 1.5.11.

This release includes the significant upgrade of the PEAR library to the new BSD licenced version, which brings the codebase into full GPL compliance.

In addition, there is also an upgrade to TinyMCE v3.2.4.1.
